The race, held at the 4.3-kilometer Gilles-Villeneuve Circuit in the city of Montreal, was held over 70 laps.
Russell, who started the race from the pole position and finished in first place with a time of 1 hour 31 minutes 52.688 seconds, achieved his first win of the season.
McLaren's Great Britain's Lando Norris crashed into the wall while trying to pass his teammate Oscar Piastri with 3 laps to go and was out of the race. After Norris' accident, the race ended with a safety car.
Dutchman Max Verstappen (Red Bull) finished second, 0.228 seconds behind the leader, while Italian Kimi Antonelli was third, 1.014 seconds behind teammate Russell.
The 11th race of the season, the Austrian Grand Prix, will be held on June 29.
