FIFA President Gianni Infantino has revealed that new rule changes are on the agenda ahead of the 2026 World Cup. Speaking at the World Sports Summit in Dubai, Infantino admitted for the first time that a change to the offside rule, long advocated by Arsene Wenger, was under serious consideration.

Infantino said that many applications are being tested at FIFA tournaments throughout 2025, including the "green card" for VAR, referee body cameras and the eight-second rule for goalkeepers. The aim is to make the game fairer, more offensive and more fluid, he said.

According to the offside amendment on the agenda, an attacker will only be offside if he is completely in front of the defender. In the current rule, an offside decision is made when any part of the attacker's body crosses the defensive line. If this regulation, known as Wenger's proposal, is implemented, fast and attacking football is expected to come to the fore.

On the other hand, FIFA is also keeping new measures on the table to reduce time wasting and speed up the flow of the game. Before the 2026 World Cup, it is stated that the data obtained from these tests will be decisive for the final decisions.
